Dr Scott was born in Montreal, Canada. He graduated from the University of Ottawa Medical School in Ottawa, Canada in 1971 and completed his residency in Ophthalmology at the same institution. He then joined the faculty of McGill University in Montreal practicing at the Jewish General Hospital before moving to Houston in 1977.
